—Mr. Dulles, would you approve congressman Lindsay´s suggestion of a watchdog congressional committee over the CIA?

—Well, I do not favor it but I think that is a matter for the Congress and the president to decide primarily. At the present time there are several committees, the Armed Services Committee, the Appropriations Committee which review the work of CIA and I think they´re doing a very competent job. If they wish to change it and have a joint committee that´s up to the Congress I think to determine.
—What do you think would be done to eliminate the gaps in intelligence such as occurred at Cuba and the Berlin Wall and so on?
—Well, all you do is to try to improve in every way possible. Of course, the public often think there are gaps where there aren´t really gaps because we can´t tell the public beforehand what we know about what´s gonna happen. So when something happens that it isn´t known the public and the press they rather assume that the CIA didn´t know. That´s not always the case.
—How great is the Soviet threat of subversion?
—I think it´s very great. That´s what I´m going to talk about today at the Foreign Policy luncheon in a few minutes.
—What can be done about it? What can be done to meet that threat?
—That´s what I´m going to tell. First place, are we expending hundreds of billions of dollars or have been over the past 10 years, spent hundreds of billions of dollars on the military side. I believe the Soviets realize now we´re far superior on the military side. Therefore, what they´re going to do and are doing is to revert to this diversity of attack on us. Where we´re less well prepared to which we give far less attention, not nearly enough attention. We´ve got to organize our government far more effectively to deal with this subversive threat that it´s organized today.
—The CIA has been known as a super-secret organization. Do you think that´s the way it should be?
—I don´t think that´s the way it is. There´s no intelligence service in the world that tells as much and talks as much and gives as much to the Congress as does the CIA.
—Congressman Lindsay has criticized the CIA as butting in the Foreign Policy. Would you say that is correct?
—I regard for Congressman Lindsay but I disagree with him thoroughly on that respect. The CIA appears before Congressional committees and gives them full briefings on what it does… (3 minutes)

The Foreign Policy Association is a non-profit organization founded in 1918 dedicated to inspiring the American public to learn more about the world. The Foreign Policy Association aims to spread global awareness and understanding of foreign policy issues. In the 1920s, it initiated Saturday luncheon discussions on foreign policy in New York City. The luncheon discussions grew popular and in 1938 19 women formed its "Off-the-Record" lecture series to learn more about international affairs. In the 1940s the FPA pioneered international affairs radio discussions by broadcasting New York City meetings and weekly talks on the program "The World Today" over the National Broadcasting Company's (NBC) radio network.

Subversion refers to a process by which the values and principles of a system in place are contradicted or reversed, in an attempt to transform the established social order and its structures of power, authority, hierarchy, and social norms.
